Measure contained in the 2022 schools bill, which had underpinned the DfE’s second attempt to create an all-academy system but which was abandoned that autumn.
The Labour government’s Department for Education appears to have attempted to revive part of its Conservative predecessor’s failed schools bill from 2022, in setting out plans to allow local authorities to set up their own academy trusts.
